Canada Proposes Global AI Safety Oversight Body Amid Rising Tech Competition

In a significant move towards global AI governance, Canada’s Prime Minister Mark Carney has proposed the establishment of a global “technology stability” body to oversee AI safety. This initiative is part of Canada’s broader national strategy, which treats AI as critical infrastructure, akin to roads and power grids.

The announcement, made as part of the 'AI for All' strategy, comes at a time when the US and China are engaged in a tech cold war, prompting mid-sized democracies like Canada to carve out their own paths in the AI landscape. The 'AI for All' initiative, unveiled on June 4, 2026, represents Canada’s most comprehensive AI policy framework to date, with over $2.3 billion in government investment planned over five years.

The strategy aims to increase AI adoption among businesses from approximately 12% to 60% by 2034, create around 250,000 AI-related jobs, and generate an additional $200 billion in GDP growth through AI-driven productivity gains. Regulatory measures include modernized privacy laws and new online safety rules to combat threats such as deepfakes and harmful chatbot interactions.

Carney’s proposal emphasizes technological sovereignty, aiming to reduce dependence on dominant foreign tech platforms. Canada has been actively forming partnerships with countries like Germany, Australia, and India through the Sovereign Technology Alliance, which has established numerous AI-related agreements since March 2025.

For investors, Canada’s commitment of $2.3 billion signals a robust funding pipeline for domestic AI startups and established firms. However, the challenge remains in translating Canada’s strong AI research base into widespread commercial adoption.
