France Requests EU to Relax Fuel Standards Amid Diesel Shortages

France is facing a significant diesel shortage, prompting President Emmanuel Macron to reach out to European Commission President Ursula von der Leyen with a request to temporarily relax EU fuel quality specifications. In a letter dated September 18, 2026, Macron proposed delaying the compliance deadline for methane emissions reporting by one year and adjusting fuel standards to increase domestic diesel production.

Currently, diesel prices in France have surged to €2.39 per liter, with reports indicating that between 14% and 16% of filling stations are experiencing shortages of at least one fuel type. Macron's proposed regulatory changes include loosening thresholds on fuel density, volatility, and desulfurization, as well as increasing the allowable biodiesel blend from B7 to B10, which could enhance domestic production by 5% to 20%.

The urgency of these requests is underscored by ongoing supply disruptions from the Middle East, where Europe sources a significant portion of its diesel and kerosene. The instability in the region has left refiners hesitant to commit to long-term contracts, leading to leaner inventories and a lack of buffer against demand spikes.

As the European Commission has yet to respond to Macron's appeal, the potential for regulatory adjustments could significantly impact the oil supply dynamics in France and beyond.
