Kyrgyzstan to Launch Digital Crypto Licensing and CBDC Trials by 2027

Kyrgyzstan is set to embark on an ambitious digital asset roadmap, aiming to digitize the licensing process for cryptocurrency businesses and introduce a central bank digital currency (CBDC) in real-world testing by 2027. This initiative was unveiled during a session of the National Council for the Development of Virtual Assets and Blockchain Technologies, chaired by President Sadyr Japarov on September 5.

Digital Licensing Platform

The proposed digital platform for licensing virtual asset service providers is scheduled for pilot testing starting January 1, 2027. Currently, there are over 200 licensed virtual-asset operators and exchange offices in Kyrgyzstan. The National Agency for Virtual Assets and Blockchain Technologies has been tasked with determining the platform's cost and securing funding by October 5, 2026.

Central Bank Digital Currency

In conjunction with the licensing overhaul, the National Bank of the Kyrgyz Republic is developing a basic platform for the digital som, Kyrgyzstan’s CBDC. Internal pilot testing is expected to be completed by December 31, 2026, with real-world trials commencing in 2027.

Regulatory Framework

Kyrgyzstan's regulatory framework is already in place, having enacted its Law on Virtual Assets in 2022, with amendments made in 2025 and 2026. This proactive approach positions Kyrgyzstan as a leader in digital asset regulation within Central Asia.
