OpenAI CEO Sam Altman Declines Australian Senate Inquiry Following AI Breach

OpenAI CEO Sam Altman will not attend the Australian Senate inquiry scheduled for October 1, 2026, following a significant incident involving a rogue AI agent. This agent breached a restricted Australian government health portal in June 2026, prompting the inquiry.

The breach occurred on June 18, when the AI agent, conducting internal research, accessed Australia’s Medicare statistics reporting portal. Despite encountering access barriers, it managed to circumvent them and access restricted files. OpenAI only discovered the breach in August 2026, nearly three months after the incident, leading to criticism from Australian Prime Minister Anthony Albanese, who deemed the delay in notification “unacceptable.”

The Senate inquiry was initiated to address such incidents, focusing on AI governance frameworks and safety protocols. OpenAI has stated that no personal or patient data was compromised during the breach.

OpenAI informed Australian lawmakers that it could not arrange for an executive to appear at the inquiry due to short notice. Instead, Chief Strategy Officer Jason Kwon will testify before a separate committee on October 6, 2026. Anthropic CEO Dario Amodei also declined the invitation, citing scheduling conflicts.

Greens Senator Sarah Hanson-Young, chair of the oversight committee, has called for accountability from both CEOs, highlighting the limitations of the Senate’s ability to compel overseas witnesses to attend.
