Ukraine Targets Key Oil Refineries in Russia Amid Ongoing Drone Strikes

Ukraine has launched drone strikes on oil-processing facilities in Russia’s Perm region and Tatarstan, continuing its strategy of targeting key infrastructure. The strikes hit the Lukoil-Permnefteorgsintez refinery in Perm and the TANECO facility in Nizhnekamsk, both of which are crucial for Russia's fuel production.

The Lukoil refinery processes approximately 13 million tons of crude oil annually, while TANECO has a capacity exceeding 16 million tons per year. These facilities have been frequent targets of Ukrainian drone attacks, which Ukrainian officials describe as a form of “long-range sanctions.” This approach aims to impact Russia's military logistics by disrupting the conversion of crude oil into usable fuel.

As of mid-2026, Ukrainian forces have successfully targeted eight of Russia's top ten oil refineries, leading to reduced processing volumes and localized fuel shortages across various regions in Russia. The strikes are particularly notable given the distance from Ukrainian-controlled territory, with the TANECO refinery located over 1,500 kilometers away.

Ukraine's focus on refineries rather than oil wells or pipelines highlights the strategic importance of these facilities in supplying fuel for military operations. Reports indicate that local fuel shortages are already affecting civilians and military logistics, complicating supply chains that rely on refinery output.
